Employee Development Process

The ever changing world of health care impacts the work we do at BWH. Everyone has something they can learn and improve upon. Acknowledging this helps us to continuously develop and as a result, enhance the services and care we provide.  
Take a minute and think about a work-related learning or educational opportunity that you participated in this past year. Why did you learn this? How did you learn this? What difference has this made to you, your role or any other aspect of your work here at BWH? The answers of these questions are the fundamental principles of development. It is also the guiding principles of the Employee Development Process (EDP), a structured approach that allows you and your manager to work together to develop you in your role.
Below, you will learn about the EDP, how and when it will occur, details on what you will do to participate, and a list of resources that will help you complete the process; all of which will give you the tools needed to support your ongoing learning
What is the Employee Development Process? 
At BWH, we support a collaborative approach to development between employees and their manager, allowing for open dialogue and collective goal setting. Being able to review the achievements you’ve made and working with your manager to develop learning goals will help to support your continued growth. This is the EDP, a formalized way to reflect, collaborate, plan and learn in the continued quest to strengthen one’s effectiveness and understand one’s potential.  

The EDP, once called the Performance Development Plan, has been revised to promote ongoing feedback and a biannual formal documentation of your learning needs into a Personal Development Plan (PDP). Each employee will have a unique PDP that captures your specific learning needs, based on a multitude of possibilities: what’s new to your area, changes in technology or process; what’s new at BWH that impacts your work or our ability to meet our mission or strategic goals, changes in processes, or what you might want to learn to support your career aspirations.

These upcoming conversations with your manager are a time to discuss what you are doing well and offer ideas for learning to strengthen your effectiveness. It is not about poor performance… it is about good performance that can be even better!

are we doing this? 
BWH is a learning organization that continuously improves processes and practices and it starts with developing our people. In 2013 employees at Bluewater Health were asked to complete our BWH Employee Experience Survey, helping us to understand what you want as an employee. Results identified that you want to receive regular feedback about your performance and development. The EDP has been introduced allowing managers and employees to have routine discussions focused on an employee’s growth and development. Within the meeting with your manager, you have an opportunity to discuss what is working well and also determine goals for future learning.
How do you get started? 
You will be alerted by your manager on a date and time for your EDP meeting. Prior to the meeting, there is some preparatory work for you to complete.

We encourage you to take the EDP tutorial as a first step. The tutorial can be used as initial learning for anyone who has not received information about the EDP, or it can be used as a refresher to assist in preparing for a scheduled EDP meeting between you and your manager. To access the tutorial, sign into the BWH Learning Hub and click on the Catalogue tab. In the search window type: Employee Development Process, then click on the GO button. The tutorial will appear, and can be launched from there. The tutorial is 20 minutes long. Should you have any questions please contact Melissa Osborne at mosborne@bluewaterhalth.ca or ext. 5167.   
The following needs to be completed prior to your meeting (until 2017). Refer to BWH Employee cycle after 2017 to understand which documents require completion in your EDP conversation as they vary based on years of employment.
  • Complete the Employee Competency Assessment Questionnaire (ECAQ). If you are a Supervisor, Manager, Director or VP, use the respective competency assessment questionnaire here.
  • Complete the Personal Development Plan (PDP). Think about what personal development will look like for you over the next year and be ready to discuss. 
Together, you and your manager will complete a final copy of both the Employee Competency Assessment Questionnaire and the Personal Development Plan which will be submitted to Human Resources for your employee file.
In order to help you complete these documents and prepare for our meeting, there are a number of resources available to you:
  • The EDP Reference Guide which will walk you through each step of the process and outline what you need to do
  • You can attend an orientation session and hear information about the Employee Development Process, the Personal Development Plan and Competency Assessment Questionnaire;     
  • You can complete an e-learning module which will assist you with your understanding of the process.  This can be accessed through the BWH learning hub;   
  • To assist you in formulating ideas for your development plan, the Hospital has compiled a Development Ideas Reference Tool (DIRT).
  • A Q&A is available and will answer questions you may have about the process.

When and how often will I meet with my manager to discuss my development?
During the launch of the revised EDP, all employees will complete a Personal Development Plan (PDP) and an Employee Competency Assessment Questionnaire (ECAQ) before the end of 2017. Following this time, the timing and the process requirements are dependent upon your current stage of employment within Bluewater Health’s Employment Cycle. There are three stages of employment: Probation, First Five Years, and After Five Years.
Your Bluewater Health Employee Cycle begins when you are hired and ends when you leave the organization. It is an expectation that all employees will have scheduled performance conversations with their manager within a predetermined time frame. This scheduled performance conversation will support the ongoing coaching and input you receive from your manager.
Your current stage of employment based on the BWH Employment Cycle will determine which activities you will participate in.

For Supervisors, Managers, Directors, and Vice Presidents, the EDP is completed biannually and includes the completion of a Competency Assessment Questionnaire specific to your job title AND review and update of a Personal Development Plan.
