Public Delegations to the Board

In accordance with policy GOV 5.100- Open Board Meetings, the Board may permit members of the public to make a presentation to the Board concerning matters relevant to the hospital. Persons wishing to address the Board must do so following these procedures: 

  1. Written notice of the request to address the Board meeting must be provided to the CEO/Secretary of the Board at least 8 days prior to the meeting date.  The CEO will direct these requests to the Chair, who will determine whether to include the presentation with the agenda.  The identity of the person(s) (or spokesperson(s) for a delegation) proposing to address the Board (including mailing address and telephone number), a description of the specific nature of the matter to be addressed or a copy of the presentation should be included with the request.
  2. Requests to address the Board on the specific item will be granted (generally in order of the receipt of the requests) if approved by the Chair of the Board.
  3. Persons not permitted to address the Board shall be so notified.  The Board may limit the number of presentations at any one meeting.  
  4. Persons addressing the Board: will be so notified and receive a guidelines for the presentation and a copy of Policy 2.60; will be required to limit their remarks to 15 minutes, not including the time required to respond to questions from Board members; shall not speak on any subject other than the subject for which they have received approval to address the Board, unless requested by the Chair at the time of the meeting; and shall not speak disrespectfully of any person or use offensive language.
  5. All persons making a presentation to the Board shall receive in writing, from the Chair, acknowledgment of the presentation and direction, if any required, being taken by the Board in response to the requests made during the presentation.
  6. The Chair is not obligated to grant a request to address the Board and the Board is not obligated to take any action on the presentation it receives.
  7. No person may address a Board meeting unless the procedures referred to above have been complied with or otherwise approved by a majority of Directors present at the meeting.
